This ranks pretty high up there on my list of least favorite event ids. I believe this one is one of many wonderful results of installing kb948496. You won't see it right away, but once you reboot everything gets messy. That KB wiped out several permission settings on my servers and it took quite a few steps to rectify all of the issues. This particular error will appear when Forms Based Auth user attempt to access publishing sites. They will see Access Denied, and then the error below will appear in the event viewer, and something similar in the SharePoint logs in the hive. I finally got rid of it by backing up my server, removing the KB, running the SharePoint wizard, reinstalling the .NET Framework 2.0 SP1, running the wizard again, and running the update credentials commands (http://support.microsoft.com/kb/934838/en-us). Whew, fun stuff. On one of my servers the issue was corrected before repairing the .NET Framework service pack so you might want to check at that point and see if the error has gone away.
